The Federal Emergency Management Agency is administering funding assistance to the state of Texas in the form of a State and Local All Hazards Emergency Operation Planning Grant that is 100 percent federally funded. At the direction of the Governor's Office, the Division of emergency Management (DEM) will consider an application for funding to the Deep East Texas Council of Government (DETCOG) and all 23 other regional councils in Texas to provide emergency planning assistance to the cities and counties that it serves. DETCOG will assist eligible city and county governments in upgrading existing emergency management plans, including interjurisdictional plan for all hazards, including terrorism, and in providing basic emergency plans for those cities and counties where such plans do not now exist. The purpose of the effort is to significantly increase the number of cities and counties that have an all-hazard emergency management plan and, thus, the percentage of the state's population covered by such plans. These plans will then serve as the building blocks for a regional planning effort. There are approximately 18 cities and 12 counties in the DETCOG region that are designated by the state as eligible for planning assistance under this particular program. Cities and counties that meet the basic level of emergency planning standards set by the Texas Division of Emergency Management (DEM) and/or cities and counties that already receive funding assistance for DEM are deemed ineligible. DETCOG plans to assist in teh creation, revision, and submission of the Basic Preparedness plans for eligible entities. New and upgraded plans developed are expected to meet state planning standards published by DEM and include the documents required for a Basic Level of Preparedness, plus a Terrorist Incident Response Annex. The legal documents necessary (ordinances, court orders, or joint resolutions) must also be developed and approved. In addition, and county-level interoperable communications plan will be developed for each of the 12 counties and a regional interoperable communication plan will be developed and Tier I and II Mutual Aid Agreements will be developed covering each jurisdiction. |
