SERVICE TO AT RISK YOUTH CHILD PROTECTIVE SERVICES ELIGIBILITY EXCEPTION A youth with an open protective service cases is not eligible for STAR services under the category of "Youth in Family Conflict", but may receive services if the youth is eligible under any other category. If CPS is in the process of an initial investigation of abuse or neglect, STAR services cannot proceed with an intake on the youth until the CPS investigation is considered complete. Youth in the custody of CPS and who reside in foster homes or group homes my recieve STAR nonresidential services. Residential services will be provided by the youth's current contracted CPS placement, not the STAR contractor.
